Provincial Administrator

The Provincial Administrator is responsible for overseeing the overall governance and administration of the Southern Highlands Province. This includes coordinating government programs, managing resources, implementing policies, ensuring efficient public service delivery, and working closely with government departments and stakeholders to promote regional development and growth.

Since taking office, David Kelma has focused on restoring public confidence in Mendi Town, a hub plagued by past unrest. In a July 2024 interview, he emphasized tackling issues within Mendi’s vicinity, noting that while SHP is generally peaceful, urban challenges persist. A significant achievement is his leadership in renovating the Aigiru Centre, the provincial administrative building, set for completion within a month of his statement. This project, alongside upgrades to Muruk Lodge and air services, aims to centralize public servants in Mendi, enhancing operational efficiency and normalcy. Kelma’s mobilization of staff to occupy these refurbished offices reflects his commitment to revitalizing administrative functions, fostering stability, and boosting public trust in governance.

The Advisor – Legal Services under the Southern Highlands Provincial Administration provides legal counsel, ensures compliance with laws, drafts policies, represents the government in legal matters, and supports law and justice initiatives

The Advisor – Assembly Services under the Southern Highlands Provincial Government oversees legislative processes, supports the provincial assembly, ensures procedural compliance, drafts policies, and facilitates effective governance through coordination between government officials and stakeholders.

Provincial Audit Manager

The Provincial Audit Manager in the Southern Highlands Provincial Government oversees financial audits, ensures compliance with regulations, monitors expenditure, identifies risks, and enhances transparency and accountability in the management of public funds and resources.
