Pila Kole Niningi is a prominent Papua New Guinea politician who has served as the Member of Parliament (MP) for the Imbonggu Open seat in the Southern Highlands Province across multiple terms. Known for his resilience and dedication to public service, Niningi has held various ministerial portfolios and played a significant role in the development of his electorate and the nation.

Niningi graduated from the University of Papua New Guinea with a Bachelor of Laws (LLB), laying a strong educational foundation for his career in politics and governance. His political journey began when he was first elected to the 6th National Parliament in the 1997 general election as the representative for Imbonggu Open. After a contentious election, he was declared the winner on August 14, 1998, following a recount ordered by the Court of Disputed Returns, displacing the incumbent, Peter Peipul. However, his initial tenure was short-lived; appointed as Minister for Public Services in October 1998 under Prime Minister Bill Skate, Niningi was disqualified from Parliament just weeks later on October 28, 1998, by a Supreme Court decision that reinstated Peipul.

Undeterred, Niningi returned to the political arena nearly two decades later. He was re-elected to the 10th National Parliament in the 2017 general election, this time as an Independent candidate. Following his victory, he was appointed Minister for Higher Education, Research, Science, and Technology in the O’Neill-Abel Cabinet, a position he held from August 2017 to May 2019. During this tenure, he emphasized aligning Imbonggu’s development with national strategies like the Medium Term Development Strategies (MTDS) and Vision 2050, notably through initiatives such as rural electrification projects in partnership with PNG Power Limited.

In the 2022 general election, Niningi secured his third term in the 11th National Parliament, running as a candidate for the PANGU Party. After the formation of the Marape-Rosso Cabinet, he was appointed Minister for Justice and Attorney General on August 24, 2022, a role he continues to hold as of March 13, 2025. Additionally, he has served as Minister for Inter-Government Relations, reflecting his versatility in addressing diverse governance challenges.

Throughout his career, Niningi has been committed to the development of Imbonggu District. Notable efforts include infrastructure projects like the Ialibu to Tambul Highway, launched in 2020 with Tambul Nebilyer MP Win Bakri, aimed at improving connectivity and service delivery to rural populations. He has also championed the modernization of Walume Station, advocating for customary landowners to contribute land for township expansion, and facilitated the hosting of key government offices like the Land Commission and Solicitor General’s outreach programs in 2023.

Niningi’s leadership extends beyond politics into community engagement. He has supported cultural events like the Imbonggu Cultural Show and overseen the swearing-in of the Imbonggu District Development Authority (DDA) board, emphasizing transparency and public service revitalization. Despite setbacks, including a 2017 court order to pay nearly US$50,000 to former MP Francis Awesa over a dismissed 2012 election petition, Niningi has remained a steadfast advocate for his constituents.

As of March 13, 2025, Pila Niningi continues to serve as a key figure in Papua New Guinea’s political landscape, balancing his roles as a national minister and a district representative with a focus on justice, governance, and grassroots development.
